Memory leak fix and modpack bug fixes
- Forge 1.12.x server creation fix
- If a modpack server fails during creation initial start, and it used start scripts, it will delete the start scripts and try again
- Added a 20 minute timeout to modpack creation initial start
- UI changes that should hopefully fix RAM leaking problems
- Scroll bars only show when the scroll area is hovered
